On September 29, the Board of Control for Cricket in India (BCCI) will hold its Annual General Meeting (AGM) in Bengaluru. On Thursday morning, September 5, the state associations received the notices for the AGM. The High Performance Centre will open in Bengaluru at the same time as the board’s 93rd AGM, which will take place at the Four Seasons Hotel.
The election of a board secretary is not on the agenda, which is a crucial aspect of the AGM announcement. It was widely anticipated that the incumbent Jay Shah would be elected as the independent chairman of the International Cricket Council (ICC) and that the new secretary would be chosen at the AGM.
In order to elect the new secretary, the BCCI will now need to summon a Special General Meeting (SGM), which makes sense given that Shah is expected to become the ICC chairman on December 1.
The standard topics usually addressed and decided at the AGM, like the appointment of a representative to the ICC, are included in the two-page, eighteen-point agenda. This year’s call could be especially significant because Shah will no longer be able to represent the BCCI at the international organisation. The candidate that the Board chooses must be knowledgeable about the proceedings of the ICC meetings.
The AGM is being held in Bengaluru, the home city of BCCI president Roger Binny, which suggests that the former all-rounder from India may be a key player in the proceedings. It is also impossible to rule out Binny being appointed as the board’s representative to the ICC.
The agenda also includes the following: adoption of the annual budget; appointment of the Ombudsman and Ethics Officer; election and induction of two representatives from the general body into the IPL governing council; and induction of one representative from the Indian Cricketers’ Association. In accordance with the Constitution, the AGM must also designate a Standing Committee and a Cricket Committee. It is also required of the AGM to form an Umpires Committee.
‘Report of the Internal Committee of BCCI constituted under Prevention of Sexual Harassment Policy’ is an item of note. Any resolution or notice sent to the secretary by a Full Member at least 21 days before the AGM will also be taken into consideration by the AGM. Additionally, it will approve regulations created by the Apex Council, mostly pertaining to domestic cricket.
